During World War II Japan saw its per-capita GDP cut in half. The U.S. economy shrank by 29 percent in the Depression and 16.5 percent in World War II. This crisis was unprecedented neither in destructiveness or magnitude. What was unprecedented was how the crisis spread. When prices in the U.S., the control tower of the world, collapsed,[link widoczny dla zalogowanych], it took stock prices around the world crashing with it.
That is why it was feared this crisis would be an unbeatable monster. The collapse of food and real estate prices was sudden, complete and global. The effect of the bubble bursting was clear for all to see, and this provided more reason for panic.
The ripple effect was devastating. When Lehman Brothers collapsed, the U.S. media and pundits helped spread the fear. By cooperating effectively in the early stages, most of the major economies were able to get the crisis under control, but this year brings in a new phase. We have moved on from the period when corporate bankruptcies were the main focus and weathering the situation was the main mission of policy makers.
Now, in the aftermath,[link widoczny dla zalogowanych], nations are divided into survivors and losers. Dubai,[link widoczny dla zalogowanych], Greece and Iceland find themselves sliding deeper into recession. Most of Europe, the U.S. and Japan are showing faint signs of recovery. They did not respond when the president encouraged them and even when the National Intelligence Service was monitoring their investment results on a quarterly basis to force them boost investment. They began moving only once they saw potential in the market. The Korean stock market moved past the danger of collapse quite a while ago. But the government continues to tighten the economy and is determined to maintain its emergency policies for another six months.
The policies remain geared to freezing temperatures while the market heats up. That mismatch could come back and hurt us in two or three years. The early warning signs are evident. The won is appreciating rapidly due to the surging trade surplus and an influx of foreign investment dollars. The speed has been too fast to manage. Korea was used to facing a dollar crunch; now it is a dollar surplus. A continuing dollar surplus will create bubbles in Korean real estate and mergers and acquisitions. But there is a fine line between sound investment and betting on bubbles. We may have reason to regret our short-sightedness only when the next bubble bursts.
